There are approximately twenty-five million Iraqis in Iraq. There are approximately three hundred million Americans in America. This means that there are approximately twelve Americans for every Iraqi. This means that, if we all go, each American will be responsible for one-twelfth of an Iraqi. An Iraqi family of five will thus be attended by sixty Americans. We will come, this second wave of three hundred million of us, unarmed. We will bring nothing but ourselves. We will simply show up, saying, “What would you like for dinner?” While we cook, our Iraqis can just relax. God knows they have had a terrible couple of years. We will encourage them to sit on their couches, if they still have couches, while we clean up after dinner. We will bring them coffee, tea, dessert, whatever they like. All these months, we have winced from over here, imagining their pain. Once we are there, we will do what we can to say, “We like you, and want the best for you. We’re sorry. This was not what we intended. No matter what it might have looked like to you, we have always wished you well.”

After dinner, our Iraqis will smile, whispering among themselves. “Not so bad, these unarmed ones,” they will say. “That coffee was super.”

"Hungary May Speed Up Troops Withdrawal" -- Ian Traynor in The Guardian, 11/5/04:

Hungary may pull several hundred soldiers out of Iraq within weeks - and months ahead of schedule - the government in Budapest announced yesterday as several US allies in eastern and central Europe mulled over their options in Iraq.

In one of his first acts as Hungary's prime minister, Ferenc Gyurcsany, a millionaire leftwinger, said on Wednesday that he would withdraw the country's 300 soldiers from Iraq by March. But yesterday he told a press conference in Budapest that the troops could be home by the end of the year unless the opposition, fiercely opposed to the deployment, agreed to the extension.

The Czech Republic yesterday agreed to keep 100 police officers helping to train an Iraqi police force in Iraq until February. But they are then expected to be brought home. Bulgaria, too, announced a 1% cut in its contribution to the coalition forces in Iraq.

The most important US regional ally, Poland, with almost 2,500 troops in Iraq and in command of a sector of the country, is to start scaling back its presence from January, and hopes to have fully withdrawn its forces by the end of next year.

Several countries in the region, famously dubbed "new Europe" by the US defence secretary, Donald Rumsfeld, for their support of US policies, appear to be getting cold feet about their commitments in Iraq, eroding the broad coalition that George Bush claimed he had assembled.

The US secretary of state, Colin Powell, went to Budapest this year and pleaded for the central Europeans not to go "weak in the knees".

Two out of three Hungarians are against their country's deployment and the main opposition party, Fidesz, is insisting that the troops are home by Christmas. The Czech parliament yesterday voted to extend the mission of 100 police in Iraq by two months, until the end of February. But the defence minister, Karel Kuehnl, has made clear that he does not want the police units to remain beyond then. If the Czechs are still needed to train Iraqi police, he argued, the training could be done in the Czech Republic.

The numbers involved may be small, but they are cumulative. The Bulgarians, Moldova, Ukraine and perhaps some of the Baltic countries are all trying to reduce their troops in Iraq. The key country, however, is Poland where around 70% of those surveyed in opinion polls said they wanted the troops brought home. . . .

Poland's plans to limit its exposure in Iraq were upset by the withdrawal of the Spanish contingent last summer, since the Spaniards were supposed to take over the sector commanded by the Poles.

Ayad Allawi, the interim Iraqi prime minister, yesterday lobbied European countries to do more to stabilise his country. In Italy yesterday before travelling to an EU summit in Brussels, he pleaded with the Europeans "who up to now have been spectators _ to help create a better Iraq".

But the Netherlands, like Poland a strongly Atlanticist EU member, is also planning to pull its force of 1,400 out.

Where Insurgents’ Explosives Came From

WASHINGTON — In the weeks after the fall of Baghdad, Iraqi looters loaded powerful explosives into pickup trucks and drove the material away from the Al Qaqaa ammunition site, according to a group of U.S. Army reservists and National Guardsmen who said they witnessed the looting.

The soldiers said about a dozen U.S. troops guarding the sprawling facility could not prevent the theft because they were outnumbered by looters. Soldiers with one unit — the 317th Support Center based in Wiesbaden, Germany — said they sent a message to commanders in Baghdad requesting help to secure the site but received no reply.

The witnesses' accounts of the looting, the first provided by U.S. soldiers, support claims that the American military failed to safeguard the munitions. Last month, the International Atomic Energy Agency — the U.N. nuclear watchdog — and the interim Iraqi government reported that about 380 tons of high-grade explosives had been taken from the Al Qaqaa facility after the fall of Baghdad on April 9, 2003. The explosives are powerful enough to detonate a nuclear weapon.

During the last week, when revelations of the missing explosives became an issue in the presidential campaign, the Bush administration suggested that the munitions could have been carted off by Saddam Hussein's forces before the war began. Pentagon officials later said that U.S. troops systematically destroyed hundreds of tons of explosives at Al Qaqaa after Baghdad fell.

Asked about the soldiers' accounts, Pentagon spokeswoman Rose-Ann Lynch said Wednesday, "We take the report of missing munitions very seriously. And we are looking into the facts and circumstances of this incident."

The soldiers, who belong to two different units, described how Iraqis plundered explosives from unsecured bunkers before driving off in Toyota trucks.

The U.S. troops said there was little they could do to prevent looting of the ammunition site, 30 miles south of Baghdad.

"We were running from one side of the compound to the other side, trying to kick people out," said one senior noncommissioned officer who was at the site in late April 2003.

"On our last day there, there were at least 100 vehicles waiting at the site for us to leave" so looters could come in and take munitions.

"It was complete chaos. It was looting like L.A. during the Rodney King riots," another officer said.

He and other soldiers who spoke to The Times asked not to be named, saying they feared retaliation from the Pentagon.

A Minnesota television station last week broadcast a video of U.S. troops with the 101st Airborne Division using tools to cut through wire seals left by the International Atomic Energy Agency, or IAEA, at Al Qaqaa, evidence that the high-grade explosives remained inside at least one bunker weeks after the war began.

The video was taped April 18, 2003, while soldiers from the 101st Airborne searched Al Qaqaa for chemical and biological weapons. The IAEA had placed seals on nine of the bunkers at the complex, where inspectors had found high-grade explosives. Other bunkers contained more conventional munitions.

After opening bunkers, including one containing the high-grade explosives, U.S. troops left the bunkers unsecured, the Minnesota station reported.

According to the four soldiers — members of the 317th Support Center and the 258th Rear Area Operations Center, an Arizona-based Army National Guard unit — the looting of Al Qaqaa occurred over several weeks in late April and early May.

The two units were stationed near Al Qaqaa at a base known as Logistics Support Area (LSA) Dogwood. Soldiers with the units said they went to the ammunition facility soon after the departure of combat troops from the 101st Airborne Division.

The soldiers interviewed by The Times could not confirm that powerful explosives known as HMX and RDX were among the munitions looted.

One soldier said U.S. forces watched the looters' trucks loaded with bags marked "hexamine" — a key ingredient for HMX — being driven away from the facility. Unsure what hexamine was, the troops later did an Internet search and learned of its explosive power.

"We found out this was stuff you don't smoke around," the soldier said.

According to a list of "talking points" circulated by the Pentagon last week, when U.S. military weapons hunters visited Al Qaqaa on May 8, 2003, they found that the facility "had been looted and stripped and vandalized." No IAEA-monitored material was found, the "talking points" stated.

A senior U.S. military intelligence official corroborated some aspects of the four soldiers' accounts. The official who tracked facilities believed to store chemical and biological weapons — none was ever found in Iraq — said that Al Qaqaa was "one of the top 200" suspect sites at the outset of the war.

Despite the stockpiles at the site, no U.S. forces were specifically assigned to guard Al Qaqaa — known to U.S. forces in Iraq as Objective Elm — after the 101st Airborne left the facility.

Members of the 258th Rear Area Operations Center, responsible for base security at nearby LSA Dogwood, came across the looting at Al Qaqaa during patrols through the area. The unit, which comprised 27 soldiers, enlisted the help of troops of the 317th Support in securing the site, the soldiers said.

The senior intelligence official said there was no order for any unit to secure Al Qaqaa. "No way," the officer said, adding that doing so would have diverted combat resources from the push toward Baghdad.

"It's all about combat power," the officer said, "and we were short combat power.

"If we had 150,000 soldiers, I'm not sure we could have secured" such sites, the officer said. "Securing connotes 24-hour presence," and only a few sites in Baghdad were thought to warrant such security.

Troops of the two units went to Al Qaqaa over a week in late April but received no orders to maintain a presence at the facility, the soldiers said. They also said they received no response to a request for help in guarding the facility.

"We couldn't have been given the assignment to defend a facility unless we were given the troops to do it, and we weren't," said one National Guard officer. "[Objective] Elm being protected or not protected was not really part of the equation. It wasn't an area of immediate concern."

Some confusion came in late April 2003 when U.S. commanders in Baghdad reassigned military responsibility for the area surrounding Al Qaqaa from Army units to the 1st Marine Division, which had participated in the assault on Baghdad and eventually took control over much of southern Iraq.

According to Marine sources, when the 1st Marine Division took over, the combat unit didn't have enough troops to secure ammunition depots scattered across central and southern Iraq. The Al Qaqaa facility, they said, was of particular concern.

"That site was just abandoned by the 101st Airborne, and there was never a physical handoff by the 101st to the Marines. They just left," said a senior officer who worked in the top Marine command post in Iraq at the time. "We knew these sites were being looted, but there was nothing we could do about it."

During the same period, Marines came across another massive ammunition depot near the southern Iraqi town of Diwaniya, the senior officer said. They sent a message to the U.S. headquarters in Baghdad seeking guidance on how to keep the site from being plundered.

Commanders in Baghdad responded that the Marines should attempt to blow up the depot. The Marine officers responded that the site was too large to demolish.

Commanders in Baghdad "didn't have a good response to that," the officer said. "There was no plan to prevent these weapons from being used against us a year later."

BERLIN, Nov. 3 - Hungary announced Wednesday that it would withdraw its 300 troops from Iraq, becoming the latest country in United States-led coalition to bow to public pressure and prepare to bring its soldiers home.

Speaking at a ceremony for the end of military conscription, the newly appointed prime minister, Ferenc Gyurcsany, said Hungary was obliged to stay until the Iraqi elections scheduled for January, but would withdraw the troops by March.

"To stay longer is an impossibility," said Mr. Gyurcsany (pronounced JOR-chahn-ee).

The United States had persuaded 32 countries to provide 22,000 soldiers as part of the multinational force established to stabilize postwar Iraq. But over the last few months, a number of countries have withdrawn, some citing the cost but others concerned about security, and many governments face increasing public opposition to the war.

Spain's Socialist government withdrew its 1,300 troops after it swept into power last March, reversing the commitment of the prior center-right government of Prime Minister José María Aznar. The Dominican Republic withdrew 302 soldiers, Nicaragua 115 and Honduras 370. The Philippines withdrew its 51 in July, a month early, after insurgents took hostage a Filipino truck driver working for a Saudi company. Norway withdrew 155 military engineers, keeping only 15 staff members to help NATO train and equip the Iraqi security forces.

Two large contributors to the international force - Britain, with 12,000 troops, and Italy, with more than 3,100 - have insisted they will not withdraw. But Poland, the fourth-largest contributor, with 2,400 troops, says it intends to withdraw by the end of next year, and the Netherlands, with 1,400 troops, said this week that the latest rotation of troops would be its last contribution to Iraq.

New Zealand is withdrawing its 60 engineers and Thailand said it wanted to bring home its 450 troops. Singapore has reduced its contingent to 33, from 191; Moldova has trimmed its force to 12, from 42. On Wednesday Bulgaria's Defense Ministry said it would reduce its 483 troops to 430 next month, Reuters reported.

Civilian Deaths in Iraq

"Study: Iraqi Civilian Deaths Increase Dramatically After Invasion" -- Tim Parsons in The Johns Hopkins Gazette, 11/1/04:

Civilian deaths have risen dramatically in Iraq since the country was invaded in March 2003, according to a survey conducted by researchers from the Johns Hopkins Bloomberg School of Public Health, Columbia University School of Nursing and Al-Mustansiriya University in Baghdad.

The researchers found that the majority of deaths were attributed to violence, which were primarily the result of military actions by Coalition forces. Most of those killed by Coalition forces were women and children. However, the researchers stressed that they found no evidence of improper conduct by the Coalition soldiers.

The survey is the first countrywide attempt to calculate the number of civilian deaths in Iraq since the war began. The United States military does not keep records on civilian deaths, and record keeping by the Iraq Ministry of Health is limited. The study is published in the Oct. 29 online edition of The Lancet.

"Our findings need to be independently verified with a larger sample group. However, I think our survey demonstrates the importance of collecting civilian casualty information during a war and that it can be done," said lead author Les Roberts, an associate with the Bloomberg School of Public Health's Center for International Emergency, Disaster and Refugee Studies.

The researchers conducted their survey in September 2004. They randomly selected 33 neighborhoods of 30 homes from across Iraq and interviewed the residents about the number and ages of the people living in each home. More than 7,800 Iraqis were included. Residents were questioned about the number of births and deaths that had occurred in the household since January 2002. Information was also collected about the causes and circumstances of each death. When possible, the deaths were verified with a death certificate or other documentation.

The researchers compared the mortality rate among civilians in Iraq during the 14.6 months prior to the March 2003 invasion with the 17.8-month period following the invasion. The sample group reported 46 deaths prior to March 2003 and 142 deaths following the invasion. The results were calculated twice, both with and without information from the city of Falluja. The researchers felt the excessive violence from combat in Falluja could skew the overall mortality rates. Excluding information from Falluja, they estimate that 100,000 more Iraqis died than would have been expected had the invasion not occurred. Eighty-four percent of the deaths were reported to be caused by the actions of Coalition forces, and 95 percent of those deaths were due to air strikes and artillery. "There is a real necessity for accurate monitoring of civilian deaths during combat situations. Otherwise it is impossible to know the extent of the problems civilians may be facing or how to protect them," said study co-author Gilbert Burnham, associate professor of international health at the Bloomberg School and director of the Center for International, Disaster and Refugee Studies.

The Planning and Following Up Directorate

President Bush's misbegotten invasion of Iraq appears to have achieved what Saddam Hussein did not: putting dangerous weapons in the hands of terrorists and creating an offshoot of Al Qaeda in Iraq.

The murder of dozens of Iraqi Army recruits over the weekend is being attributed to the forces of Abu Musab al-Zarqawi, who has been identified by the Bush administration as a leading terrorist and a supposed link between Iraq and Al Qaeda. That was not true before the war - as multiple investigations have shown. But the breakdown of order since the invasion has changed all that. This terrorist, who has claimed many attacks on occupation forces and the barbaric murder of hostages, recently swore allegiance to Osama bin Laden and renamed his group Al Qaeda in Mesopotamia.

The hideous murder of the recruits was a reminder of the Bush administration's dangerously inflated claims about training an Iraqi security force. The officials responsible for these inexperienced young men sent them home for leave without weapons or guards, at a time when police and army recruits are constantly attacked. The men who killed them wore Iraqi National Guard uniforms.

A particularly horrific case of irony involves weapons of mass destruction. It's been obvious for months that American forces were not going to find the chemical or biological armaments that Mr. Bush said were stockpiled in Iraq. What we didn't know is that while they were looking for weapons that did not exist, they lost weapons that did.

James Glanz, William J. Broad and David E. Sanger reported in The Times yesterday that some 380 tons of the kinds of powerful explosives used to destroy airplanes, demolish buildings, make missile warheads and trigger nuclear weapons have disappeared from one of the many places in Iraq that the United States failed to secure. The United Nations inspectors disdained by the Bush administration had managed to monitor the explosives for years. But they vanished soon after the United States took over the job. Defense Secretary Donald Rumsfeld was so bent on proving his theory of lightning warfare that he ignored the generals who said an understaffed and underarmed invasion force could rush to Baghdad, but couldn't hold the rest of the country, much less guard things like the ammunition dump.

Iraqi and American officials cannot explain how some 760,000 pounds of explosives were spirited away from a well-known site just 30 miles from Baghdad. But they were warned. Within weeks of the invasion, international weapons inspectors told Washington that the explosives depot was in danger and that terrorists could help themselves "to the greatest explosives bonanza in history."

The disastrous theft was revealed in a recent letter to an international agency in Vienna. It was signed by the general director of Iraq's Planning and Following Up Directorate. It's too bad the Bush administration doesn't have one of those.

There's a reason why most of the investigations into Abu Ghraib have punted on the essential question of executive responsibility. To judge the administration's decisions to have been wrong, after all, requires us to discern what the right decisions would have been. And to do that, we must put ourselves in their shoes. Given the particular conditions faced by the president and his deputies after 9/11—a war against terrorists, in which the need to extract intelligence via interrogations was intensely pressing, but the limits placed by international law on interrogation techniques were very constricting—did those leaders have better alternatives than the one they chose? The answer is that they did. And we will be living with the consequences of the choices they made for years to come.

Believe

I believe in President George W. Bush. I've always believed him.

I believe the president invaded Iraq to secure liberty and democracy for the Iraqi people. I believe he had compelling evidence that Iraq was a significant threat to America and the world, and presented that evidence in a complete and balanced manner. Like 42 percent of Americans – and 62 percent of Republicans – I believe Saddam Hussein was involved in the September 11 attacks.

I believe we have enough troops on the ground in Iraq to ensure stability. I believe the rising American fatality rates, the rising casualty rates, and the rising American share of those coalition fatalities and casualties testify to the undeniable progress we're making there. I believe it is inappropriate and traitorous, however, for the media to broadcast pictures of American flag-draped caskets returning from Iraq.

I believed then-candidate Bush when he said during the 2000 campaign that America should not nation-build, and believe him now when he says our nation was divinely chosen for this task. I believe, as the president claims, that "free societies are peaceful societies," but that the political and civil rights in oppressive, undemocratic countries like Saudi Arabia and Pakistan are exempt from this standard. I believe Iraqis view Americans as liberators, and that once this swift, cheap war concludes the world will be more stable, our allies more cooperative, and our enemies fewer and less threatening. . . .

I believe the president when he says he would have moved "heaven and earth" had he any "inkling" that terrorists were planning to attack America with hijacked airplanes. I believe the security briefing the president read five weeks before the attacks – which was entitled "Bin Laden Determined to Strike Inside United States," and specifically mentioned hijacked airplanes and New York City as a target – was an inkling-free, "historical" document. I believe we should re-double our investments in a missile defense system, which could have prevented the 9/11 attacks and will prevent future attacks like it from occurring.

I believe the president was right to oppose the formation of the 9/11 Commission, to change his mind but then oppose fully funding it, to change his mind but then oppose granting its request for an extension, to change his mind but refuse to testify for more than an hour, to change his mind but then testify alongside Vice President Dick Cheney so long as transcripts and note-taking were prohibited. I believe the investigation into the Abu Ghraib prison scandal shows it was the fault of a handful of misguided underlings who simply misunderstood a memo signed by the Secretary of Defense which authorized the use of dogs to interrogate prisoners. . . .

Make no mistake: I believe that President Bush, just as he promised he would, has restored honor and integrity to the White House and united us as Americans.

Iraq vs. Afghanistan

"Afghanistan, Iraq: Two Wars Collide" -- Barton Gellman and Dafnia Linzer in The Washington Post, 10/22/04:

In the second half of March 2002, as the Bush administration mapped its next steps against al Qaeda, Deputy CIA Director John E. McLaughlin brought an unexpected message to the White House Situation Room. According to two people with firsthand knowledge, he told senior members of the president's national security team that the CIA was scaling back operations in Afghanistan.

That announcement marked a year-long drawdown of specialized military and intelligence resources from the geographic center of combat with Osama bin Laden. As jihadist enemies reorganized, slipping back and forth from Pakistan and Iran, the CIA closed forward bases in the cities of Herat, Mazar-e Sharif and Kandahar. The agency put off an $80 million plan to train and equip a friendly intelligence service for the new U.S.-installed Afghan government. Replacements did not keep pace with departures as case officers finished six-week tours. And Task Force 5 -- a covert commando team that led the hunt for bin Laden and his lieutenants in the border region -- lost more than two-thirds of its fighting strength.

The commandos, their high-tech surveillance equipment and other assets would instead surge toward Iraq through 2002 and early 2003, as President Bush prepared for the March invasion that would extend the field of battle in the nation's response to the Sept. 11, 2001, attacks.

Bush has shaped his presidency, and his reelection campaign, around the threat that announced itself in the wreckage of the World Trade Center and the Pentagon. Five days after the attacks, he made it clear that he conceived a broader war. Impromptu remarks on the White House South Lawn were the first in which he named "this war on terrorism," and he cast it as a struggle with "a new kind of evil." Under that banner he toppled two governments, eased traditional restraints on intelligence and law enforcement agencies, and reshaped the landscape of the federal government. . . .

The contention that the Iraq invasion was an unwise diversion in confronting terrorism has been central to Kerry's critique of Bush's performance. But this account -- drawn largely from interviews with those who have helped manage Bush's offensive -- shows how the debate over that question has echoed within the ranks of the administration as well, even among those who support much of the president's agenda.

Interviews with those advisers also highlight an internal debate over Bush's strategy against al Qaeda and allied jihadists, which has stressed the "decapitation" of the network by capturing or killing leaders, but which has had less success in thwarting recruitment of new militants.

At the core of Bush's approach is an offensive strategy abroad that Homeland Security Secretary Tom Ridge said complements the defensive efforts he oversees at home. In an interview, Ridge said Bush's priority is to "play as hard and strong an offense as possible," most of it "offshore, overseas."

Published and classified documents and interviews with officials at many levels portray a war plan that scored major victories in its first months. Notable among them were the destruction of al Qaeda's Afghan sanctuary, the death or capture of leading jihadists, and effective U.S. demands for action by reluctant foreign governments.

But at least a dozen current and former officials who have held key positions in conducting the war now say they see diminishing returns in Bush's decapitation strategy. Current and former leaders of that effort, three of whom departed in frustration from the top White House terrorism post, said the manhunt is important but cannot defeat the threat of jihadist terrorism. Classified government tallies, moreover, suggest that Bush and Vice President Cheney have inflated the manhunt's success in their reelection bid.

Bush's focus on the instruments of force, the officials said, has been slow to adapt to a swiftly changing enemy. Al Qaeda, they said, no longer exerts centralized control over a network of operational cells. It has rather become the inspirational hub of a global movement, fomenting terrorism that it neither funds nor directs. Internal government assessments describe this change with a disquieting metaphor: They say jihadist terrorism is "metastasizing." . . .

Bush conducts the war on terrorism above all as a global hunt for a cast of evil men he knows by name and photograph. He tracks progress in daily half-hour meetings that Richard A. Falkenrath, who sometimes attended them before departing recently as deputy homeland security adviser, described as "extremely granular, about individual guys." Frances Fragos Townsend, who took the post of White House counterterrorism and homeland security adviser in May, said in an interview that Bush's strategy -- now, as in the war's first days -- is to "decapitate the beast."

The president is also focused on states that sponsor terrorism. The danger he sees is a "great nexus," thus far hypothetical, in which an enemy nation might hand terrorists a nuclear, biological or chemical weapon. That danger is what Bush said drove him to war in Iraq.

Bush emphasizes force of will -- determination to prosecute the enemy, and equally to stand up to allies who disapprove. Bush and his aides most often deflect questions about recent global polls that have found sharply rising anti-U.S. sentiment in Arab and Muslim countries and in Europe, but one of them addressed it in a recent interview. Speaking for the president by White House arrangement, but declining to be identified, a high-ranking national security official said of the hostility detected in surveys: "I don't think it matters. It's about keeping the country safe, and I don't think that matters."

That view is at odds with the view of many career military and intelligence officials, who spoke with increasing alarm about al Qaeda's success in winning recruits to its cause and defining its struggle with the United States.

Downing, who was summoned to lead the White House Office for Combating Terrorism a few weeks after the Sept. 11 attacks, said the war has been least successful where it has the highest stakes: slowing the growth of jihadist sympathies in populations that can provide the terrorists with money, concealment and recruits. Bin Laden has worked effectively to "convince the Islamic world the U.S. is the common enemy," Downing said. He added, "We have done little or nothing. That is the big failure." . . .

Townsend, the White House terrorism and homeland security adviser, gives two framed courtroom sketches from a former life a place of honor on her West Wing wall. The color portraits, from 1990, depict her as lead prosecutor in a case against New York's Gambino crime family. When she took her White House job in May, she told the Associated Press that the transition from organized crime to terrorism "actually turns out not to be that big a leap." She added, "Really in many ways you're talking about a group with a command-and-control structure."

Jihadist terrorism has always posed what strategists call an "asymmetric threat," capable of inflicting catastrophic harm against a much stronger foe. But the way it operates, they said, is changing. Students of al Qaeda used to speak of it as a network with "key nodes" that could be attacked. More recently they have described the growth of "franchises." [Former White House counterterrorism and homeland security adviser John A.] Gordon and [former deputy homeland security adviser Richard A.] Falkenrath pioneered an analogy, before leaving government, with an even less encouraging prognosis.

Jihadists "metastasized into a lot of little cancers in a lot of different countries," Gordon said recently. They formed "groups, operating under the terms of a movement, who don't have to rely on al Qaeda itself for funding, for training or for authority. [They operate] at a level that doesn't require as many people, doesn't require them to be as well-trained, and it's going to be damned hard to get in front of that."

Bruce Hoffman of the government-funded Rand Corp., who consults with participants in the war in classified forums, said U.S. analysts see clearly that "you can only have an effective top-down strategy if you're also drying up recruitment and sources of support."

Marc Sageman, a psychologist and former CIA case officer who studies the formation of jihadist cells, said the inspirational power of the Sept. 11 attacks -- and rage in the Islamic world against U.S. steps taken since -- has created a new phenomenon. Groups of young men gather in common outrage, he said, and a violent plan takes form without the need for an outside leader to identify, persuade or train those who carry it out.

The brutal challenge for U.S. intelligence, Sageman said, is that "you don't know who's going to be a terrorist" anymore. Citing the 15 men who killed 190 passengers on March 11 in synchronized bombings of the Spanish rail system, he said "if you had gone to those guys in Madrid six months prior, they'd say 'We're not terrorists,' and they weren't. Madrid took like five weeks from inception."

Much the same pattern, officials said, preceded deadly attacks in Indonesia, Turkey, Kenya, Morocco and elsewhere. There is no reason to believe, they said, that the phenomenon will remain overseas.

Such attacks do not rely on leaders as the Bush administration strategy has conceived them. New jihadists can acquire much of the know-how they need, Sageman and his counterparts still in government said, in al Qaeda's Saudi-published magazines, Al Baatar and the Voice of Jihad, available online.
