White House officials fear that the last pillars of political support among Senate Republicans for President Bush’s Iraq strategy are collapsing around them, according to several administration officials and outsiders they are consulting. They say that inside the administration, debate is intensifying over whether Mr. Bush should try to prevent more defections by announcing his intention to begin a gradual withdrawal of American troops from the high-casualty neighborhoods of Baghdad and other cities.

Mr. Bush and his aides once thought they could wait to begin those discussions until after Sept. 15, when the top field commander and the new American ambassador to Baghdad are scheduled to report on the effectiveness of the troop increase that the president announced in January. But suddenly, some of Mr. Bush’s aides acknowledge, it appears that forces are combining against him just as the Senate prepares this week to begin what promises to be a contentious debate on the war’s future and financing.

“When you count up the votes that we’ve lost and the votes we’re likely to lose over the next few weeks, it looks pretty grim,” said one senior official, who, like others involved in the discussions, would not speak on the record about internal White House deliberations.

That conclusion was echoed in interviews over the past few days by administration officials in the Pentagon, State Department and White House, as well as by outsiders who have been consulted about what the administration should do next. “Sept. 15 now looks like an end point for the debate, not a starting point,” the official said. “Lots of people are concluding that the president has got to get out ahead of this train.”

NYT: “It Is Time for the United States to Leave Iraq”

It is time for the United States to leave Iraq, without any more delay than the Pentagon needs to organize an orderly exit.

•

Like many Americans, we have put off that conclusion, waiting for a sign that President Bush was seriously trying to dig the United States out of the disaster he created by invading Iraq without sufficient cause, in the face of global opposition, and without a plan to stabilize the country afterward.

At first, we believed that after destroying Iraq’s government, army, police and economic structures, the United States was obliged to try to accomplish some of the goals Mr. Bush claimed to be pursuing, chiefly building a stable, unified Iraq. When it became clear that the president had neither the vision nor the means to do that, we argued against setting a withdrawal date while there was still some chance to mitigate the chaos that would most likely follow.

While Mr. Bush scorns deadlines, he kept promising breakthroughs — after elections, after a constitution, after sending in thousands more troops. But those milestones came and went without any progress toward a stable, democratic Iraq or a path for withdrawal. It is frighteningly clear that Mr. Bush’s plan is to stay the course as long as he is president and dump the mess on his successor. Whatever his cause was, it is lost.

The political leaders Washington has backed are incapable of putting national interests ahead of sectarian score settling. The security forces Washington has trained behave more like partisan militias. Additional military forces poured into the Baghdad region have failed to change anything.

Continuing to sacrifice the lives and limbs of American soldiers is wrong. The war is sapping the strength of the nation’s alliances and its military forces. It is a dangerous diversion from the life-and-death struggle against terrorists. It is an increasing burden on American taxpayers, and it is a betrayal of a world that needs the wise application of American power and principles.

A majority of Americans reached these conclusions months ago. Even in politically polarized Washington, positions on the war no longer divide entirely on party lines. When Congress returns this week, extricating American troops from the war should be at the top of its agenda.

That conversation must be candid and focused. Americans must be clear that Iraq, and the region around it, could be even bloodier and more chaotic after Americans leave. There could be reprisals against those who worked with American forces, further ethnic cleansing, even genocide. Potentially destabilizing refugee flows could hit Jordan and Syria. Iran and Turkey could be tempted to make power grabs. Perhaps most important, the invasion has created a new stronghold from which terrorist activity could proliferate.

The administration, the Democratic-controlled Congress, the United Nations and America’s allies must try to mitigate those outcomes — and they may fail. But Americans must be equally honest about the fact that keeping troops in Iraq will only make things worse. The nation needs a serious discussion, now, about how to accomplish a withdrawal and meet some of the big challenges that will arise.

The Mechanics of Withdrawal

The United States has about 160,000 troops and millions of tons of military gear inside Iraq. Getting that force out safely will be a formidable challenge. The main road south to Kuwait is notoriously vulnerable to roadside bomb attacks. Soldiers, weapons and vehicles will need to be deployed to secure bases while airlift and sealift operations are organized. Withdrawal routes will have to be guarded. The exit must be everything the invasion was not: based on reality and backed by adequate resources.

The United States should explore using Kurdish territory in the north of Iraq as a secure staging area. Being able to use bases and ports in Turkey would also make withdrawal faster and safer. Turkey has been an inconsistent ally in this war, but like other nations, it should realize that shouldering part of the burden of the aftermath is in its own interest.

Accomplishing all of this in less than six months is probably unrealistic. The political decision should be made, and the target date set, now.

The Fight Against Terrorists

Despite President Bush’s repeated claims, Al Qaeda had no significant foothold in Iraq before the invasion, which gave it new base camps, new recruits and new prestige.

This war diverted Pentagon resources from Afghanistan, where the military had a real chance to hunt down Al Qaeda’s leaders. It alienated essential allies in the war against terrorism. It drained the strength and readiness of American troops.

And it created a new front where the United States will have to continue to battle terrorist forces and enlist local allies who reject the idea of an Iraq hijacked by international terrorists. The military will need resources and bases to stanch this self- inflicted wound for the foreseeable future.

The Question of Bases

The United States could strike an agreement with the Kurds to create those bases in northeastern Iraq. Or, the Pentagon could use its bases in countries like Kuwait and Qatar, and its large naval presence in the Persian Gulf, as staging points.

There are arguments for, and against, both options. Leaving troops in Iraq might make it too easy — and too tempting — to get drawn back into the civil war and confirm suspicions that Washington’s real goal was to secure permanent bases in Iraq. Mounting attacks from other countries could endanger those nations’ governments.

The White House should make this choice after consultation with Congress and the other countries in the region, whose opinions the Bush administration has essentially ignored. The bottom line: the Pentagon needs enough force to stage effective raids and airstrikes against terrorist forces in Iraq, but not enough to resume large-scale combat.

The Civil War

One of Mr. Bush’s arguments against withdrawal is that it would lead to civil war. That war is raging, right now, and it may take years to burn out. Iraq may fragment into separate Kurdish, Sunni and Shiite republics, and American troops are not going to stop that from happening.

It is possible, we suppose, that announcing a firm withdrawal date might finally focus Iraq’s political leaders and neighboring governments on reality. Ideally, it could spur Iraqi politicians to take the steps toward national reconciliation that they have endlessly discussed but refused to act on.

But it is foolish to count on that, as some Democratic proponents of withdrawal have done. The administration should use whatever leverage it gains from withdrawing to press its allies and Iraq’s neighbors to help achieve a negotiated solution.

Iraq’s leaders — knowing that they can no longer rely on the Americans to guarantee their survival — might be more open to compromise, perhaps to a Bosnian-style partition, with economic resources fairly shared but with millions of Iraqis forced to relocate. That would be better than the slow-motion ethnic and religious cleansing that has contributed to driving one in seven Iraqis from their homes.

The United States military cannot solve the problem. Congress and the White House must lead an international attempt at a negotiated outcome. To start, Washington must turn to the United Nations, which Mr. Bush spurned and ridiculed as a preface to war.

The Human Crisis

There are already nearly two million Iraqi refugees, mostly in Syria and Jordan, and nearly two million more Iraqis who have been displaced within their country. Without the active cooperation of all six countries bordering Iraq — Turkey, Iran, Kuwait, Saudi Arabia, Jordan and Syria — and the help of other nations, this disaster could get worse. Beyond the suffering, massive flows of refugees — some with ethnic and political resentments — could spread Iraq’s conflict far beyond Iraq’s borders.

Kuwait and Saudi Arabia must share the burden of hosting refugees. Jordan and Syria, now nearly overwhelmed with refugees, need more international help. That, of course, means money. The nations of Europe and Asia have a stake and should contribute. The United States will have to pay a large share of the costs, but should also lead international efforts, perhaps a donors’ conference, to raise money for the refugee crisis.

Washington also has to mend fences with allies. There are new governments in Britain, France and Germany that did not participate in the fight over starting this war and are eager to get beyond it. But that will still require a measure of humility and a commitment to multilateral action that this administration has never shown. And, however angry they were with President Bush for creating this mess, those nations should see that they cannot walk away from the consequences. To put it baldly, terrorism and oil make it impossible to ignore.

The United States has the greatest responsibilities, including the admission of many more refugees for permanent resettlement. The most compelling obligation is to the tens of thousands of Iraqis of courage and good will — translators, embassy employees, reconstruction workers — whose lives will be in danger because they believed the promises and cooperated with the Americans.

The Neighbors

One of the trickiest tasks will be avoiding excessive meddling in Iraq by its neighbors — America’s friends as well as its adversaries.

Just as Iran should come under international pressure to allow Shiites in southern Iraq to develop their own independent future, Washington must help persuade Sunni powers like Syria not to intervene on behalf of Sunni Iraqis. Turkey must be kept from sending troops into Kurdish territories.

For this effort to have any remote chance, Mr. Bush must drop his resistance to talking with both Iran and Syria. Britain, France, Russia, China and other nations with influence have a responsibility to help. Civil war in Iraq is a threat to everyone, especially if it spills across Iraq’s borders.

President Bush and Vice President Dick Cheney have used demagoguery and fear to quell Americans’ demands for an end to this war. They say withdrawing will create bloodshed and chaos and encourage terrorists. Actually, all of that has already happened — the result of this unnecessary invasion and the incompetent management of this war.

This country faces a choice. We can go on allowing Mr. Bush to drag out this war without end or purpose. Or we can insist that American troops are withdrawn as quickly and safely as we can manage — with as much effort as possible to stop the chaos from spreading.

[A]ccording to gang experts, including one who has been called to testify, the real mystery is why it took the Army so long to accept that [Sergeant Juwan] Johnson was the victim of a growing epidemic of gang violence that has infected all branches of the armed services. Lax enlistment standards have inadvertently allowed thousands of gang members to join the military, including young men who belong to the Crips, Bloods, Latin Kings, and various white supremacist groups. But no gang has infiltrated the armed forces as deeply as the Gangster Disciples, a 100,000-member Chicago-based syndicate that has been linked to an assortment of crimes ranging from murder to mortgage fraud.

"There's no doubt about it -- the Gangster Disciples are the biggest [gang] in the Army," says Chicago Police Lieutenant Robert Stasch, who has spent 30 years tracking the group's rise from a handful of street-corner hoodlums to what he calls "the most sophisticated criminal enterprise in the United States."

Founded three decades ago by Larry Hoover, the Gangster Disciples have worked to burnish their image, says Stasch. They have courted politicians and sought to enhance their legitimacy. At one point Hoover changed the group's name to "Growth and Development" and tried to portray himself as the leader of a community organization. According to Stasch, "They even set up a political action committee ... that would actually go to various cities and states, and even to the federal level, in an attempt to get gang-friendly legislation enacted."

Now, with the unintended help of the U.S. Army, the gang is extending its reach worldwide. According to a Chicago Sun-Times article last year, Gangster Disciple graffiti has been spotted all over Iraq. The gang's initials and main symbol, the six-pointed star, have been tagged on concrete blast barriers, armored vehicles, and even remote firebase guard shacks. In an astonishing study of just three Army bases over the past four years, a Department of Defense detective identified more than 300 active gang members. Some experts estimate that up to 2 percent of the soldiers on active duty -- perhaps as many as 20,000 -- have sworn allegiance to one gang or another.

Secretary of State Condoleezza Rice urged the Democratic-controlled U.S. Congress not to interfere in the conduct of the Iraq war and suggested President George W. Bush would defy troop withdrawal legislation.

But Sen. Carl Levin, Democratic chairman of the Senate Armed Services Committee, said lawmakers would step up efforts to force Bush to change course. "The president needs a check and a balance," said Levin.

Rice said Sunday that proposals being drafted by Senate Democrats to limit the war amounted to "the worst of micromanagement of military affairs." She said military leaders such as Gen. David Petraeus, the new U.S. commander in Iraq, believe Bush's plan to send more troops is necessary.

"I can't imagine a circumstance in which it's a good thing that their flexibility is constrained by people sitting here in Washington, sitting in the Congress," Rice said. She was asked in a broadcast interview whether Bush would feel bound by legislation seeking to withdraw combat troops within 120 days.

"The president is going to, as commander in chief, need to do what the country needs done," she said.

The Surge

At best, Bush's new strategy will be a costly postponement of the day of reckoning with failure. But it is also a reckless escalation of the military mission in Iraq that could leave US forces fighting a powerful new enemy with only marginally more troops than are now engaged in fighting the Sunni insurgency. The strategy also risks extending Iraq's civil war to the hitherto peaceful Kurdish regions, with no corresponding gain for security in the Arab parts of the country.

Until now, US forces in Iraq have been fighting, almost exclusively, the Sunni Arab insurgency. Bush's new plan calls for the US military to initiate operations against the Mahdi Army (and related militias) as well, a measure that could mean US forces will become embroiled in all-out urban warfare throughout Baghdad, a city of more than five million. In addition, the Mahdi Army has members throughout southern Iraq, in the Diyala Governorate northeast of Baghdad, and in Kirkuk. While many Shiites do not support al-Sadr (the Mahdi Army has had armed clashes with the Badr Organization belonging to the Supreme Council for the Islamic Revolution, or SCIRI, one of the two main Shiite parties), the Mahdi Army is a formidable force comprising as many as 60,000 armed men. With Bush ratcheting up the rhetoric against Iran, the Iranian government may see a broad-based Shiite uprising against the coalition as its best insurance against a US military strike. It has every incentive to encourage -- and assist -- the Mahdi Army in organizing such an uprising. Iran has sufficient influence with Iraqi Shiite groups -- including SCIRI -- to ensure at least their neutrality in a clash with the Mahdi Army.

At the core of the Iraq fiasco has been Bush's unwillingness to send forces adequate to accomplish the mission. Now the President proposes a military strategy to confront twice as many foes with just 15 percent more troops. The Mahdi Army may choose to wait out the Americans by taking a low profile for the duration of the surge. If so, this will be helpful to US troops, but, of course, it will have done nothing to break the power of the Shiite militias. President Bush's public statements indicate no awareness of the risks of escalating America's mission in Iraq. Democrats have concentrated almost exclusively on the escalation in troop numbers, giving the President a free ride on the far more dangerous escalation of the mission itself.

Lancet Study: The Numbers Do Add Up

In the 18 months before the invasion, the sample reported 82 deaths, two of them from violence. In the 39 months since the invasion, the sample households had seen 547 deaths, 300 of them from violence. The death rate expressed as deaths per 1,000 per year had gone up from 5.5 to 13.3.

Talk of confidence intervals becomes frankly irrelevant at this point. If you want to pick a figure for the precise number of excess deaths, then (1.33% - 0.55%) x 26,000,000 x 3.25 = 659,000 is as good as any, multiplying out the difference between the death rates by the population of Iraq and the time since the invasion. But we're interested in the qualitative conclusion here.

That qualitative conclusion is this: things have got worse, and they have got a lot worse, not a little bit worse. Whatever detailed criticisms one might make of the methodology of the study (and I have searched assiduously for the last two years, with the assistance of a lot of partisans of the Iraq war who have tried to pick holes in the study, and not found any), the numbers are too big. If you go out and ask 12,000 people whether a family member has died and get reports of 300 deaths from violence, then that is not consistent with there being only 60,000 deaths from violence in a country of 26 million. It is not even nearly consistent.

This is the question to always keep at the front of your mind when arguments are being slung around (and it is the general question one should always be thinking of when people talk statistics). How Would One Get This Sample, If The Facts Were Not This Way? There is really only one answer - that the study was fraudulent. It really could not have happened by chance. If a Mori poll puts the Labour party on 40% support, then we know that there is some inaccuracy in the poll, but we also know that there is basically zero chance that the true level of support is 2% or 96%, and for the Lancet survey to have delivered the results it did if the true body count is 60,000 would be about as improbable as this. Anyone who wants to dispute the important conclusion of the study has to be prepared to accuse the authors of fraud, and presumably to accept the legal consequences of doing so.

The suicides of three detainees at the US base at Guantanamo Bay, Cuba, amount to acts of war, the US military says.

The camp commander said the two Saudis and a Yemeni were “committed” and had killed themselves in “an act of asymmetric warfare waged against us”.

Lawyers said the men who hanged themselves had been driven by despair.

A military investigation into the deaths is now under way, amid growing calls for the detention centre to be moved or closed. . . .

Rear Adm Harris said he did not believe the men had killed themselves out of despair.

“They are smart. They are creative, they are committed,” he said.

“They have no regard for life, either ours or their own. I believe this was not an act of desperation, but an act of asymmetrical warfare waged against us.”

All three men had previously taken part in some of the mass on-and-off hunger strikes undertaken by detainees since last August, and all three had been force-fed by camp authorities.

They had left suicide notes, but no details have been made available.

"Environmentalists See Trouble Ahead"

WASHINGTON - Environmentalists see some of their worst fears playing out as President Bush moves to cement a second-term agenda that includes getting more timber, oil and gas from public lands and relying on the market rather than regulation to curb pollution.

Bush's top energy priority - opening an Alaska wildlife refuge to oil drilling - is shaping up as an early test of GOP gains in Congress.

"This is going to be a definitional battle, and we're ready," said Deb Callahan, president of the League of Conservation Voters.

Though the election didn't emphasize such issues, administration officials believe the results validated their belief that many environmental decisions are better made by the marketplace, landowners and state and local governments.

James Connaughton, chairman of the White House Council on Environmental Quality, said the administration will continue a "partnership with the oil and gas sector" but also will work with conservation organizations - as long as they are "willing to engage constructively on defining priorities and practices in domestic production."

Bush's environmental priority is to rewrite the Clean Air Act to set annual nationwide limits on three major air pollutants from power plants and to allow marketplace trading of pollution rights rather than regulation to meet those goals.

He does not plan to change his mind on his rejection of the Kyoto international climate treaty that would impose mandatory caps on carbon dioxide emissions. "Kyoto's unworkable," Connaughton said. . . .

Republicans in Congress plan to re-examine other landmark 1970s laws: the Endangered Species Act protecting rare plant and animal species and their habitats, and the National Environmental Policy Act that requires the government to judge beforehand if actions might damage natural resources.

One area where environmentalists and the White House could find agreement is ocean issues. The administration is looking at setting catch quotas for individual fish species, new protections for fragile coral reefs and ecosystem-based management of rivers and streams, Connaughton said.

Some huge regional issues also will get attention. They include restoring the Florida Everglades, aiding the recovery of Pacific Northwest salmon, improving water quality in the Great Lakes and dealing with drought in the West and coastal erosion in Louisiana.

The administration put off until after the election a final decision on a plan to allow road building and logging on 58 million acres of remote forests where both are now banned.

Interior Secretary Gale Norton's agency is rewriting 162 plans for managing about one of every 10 acres in the United States. The decisions will affect whether wildlife protections or new oil and gas drilling projects are favored. Norton wants to give local governments more say.

Congress Is Busted


"Hastert Launches a Partisan Policy"

In scuttling major intelligence legislation that he, the president and most lawmakers supported, Speaker J. Dennis Hastert last week enunciated a policy in which Congress will pass bills only if most House Republicans back them, regardless of how many Democrats favor them.

Hastert's position, which is drawing fire from Democrats and some outside groups, is the latest step in a decade-long process of limiting Democrats' influence and running the House virtually as a one-party institution. Republicans earlier barred House Democrats from helping to draft major bills such as the 2003 Medicare revision and this year's intelligence package. Hastert (R-Ill.) now says such bills will reach the House floor, after negotiations with the Senate, only if "the majority of the majority" supports them.

Senators from both parties, leaders of the Sept. 11 commission and others have sharply criticized the policy. The long-debated intelligence bill would now be law, they say, if Hastert and his lieutenants had been humble enough to let a high-profile measure pass with most votes coming from the minority party.

That is what Democrats did in 1993, when most House Democrats opposed the North American Free Trade Agreement. President Bill Clinton backed NAFTA, and leaders of the Democratic-controlled House allowed it to come to a vote. The trade pact passed because of heavy GOP support, with 102 Democrats voting for it and 156 voting against. Newt Gingrich of Georgia, the House GOP leader at the time, declared: "This is a vote for history, larger than politics . . . larger than personal ego."

Such bipartisan spirit in the Capitol now seems a faint echo. Citing the increased marginalization of Democrats as House bills are drafted and brought to the floor, Rep. David E. Price (D-N.C.) said, "It's a set of rules and practices which the Republicans have taken to new extremes."
